if nobody in the world had eyes and one was to use a computer while blind you would most definitely need to have a keyboard made in braille so the person using the computer could type out whatever they need to say. On the actual computer screen you could have on each side of the screen braille like buttons that would signal the computer to talk to you, telling you what was on the screen and what type of website or program you were in. the whole use of the computer would be very simplistic because you couldn't actually see anything so it would just be limited to internet searches, emails and sounds.
