obama edit
sloan i think your gonna hate me for this because i really have no clue as to how to asner the question. i honestly dont knw why Obama made those edits. um for the parts that i could decipher and have sum type of understanding as to why he did it is to show what a 'government' is?. through these past years i feel many amercians have been fed up with the government and arent quite sure what its duties are anymore...its like at the end when Obama says and an acknowledgment that sometimes government has to step in to help deliver on that promise. ' i think hes trying to build on that and let Americans know that help is here & that it will keep its word and do what it says it will as long as the people hold up their side of the bar

You are just speculating. No one can know for certain what the President was thinking, but nearly all writing - esp. political speeches - is premediatated. What politicians say is rarely if ever random or off-the-cuff, but a product of a series of rhetorical choices (how to word something, which words to include, which to leave out).
You're on the right track with the government example.
